I want to applaud Chairman Carter for funding the Fire Administration at a level higher than the administration's request, but the bill before us still provides a slight decrease in funding when compared to the current year. I believe this increase is warranted. The Fire Administration, as we all know, plays a critical role in training our first responders, in enhancing the security of our infrastructure, and in better preparing the response capabilities of our communities. I do want to register a concern, Mr. Chairman, about the offset for this amendment in that the money is taken from the Office of the Under Secretary for Management, and this is at a time when departmental management funding is already in this bill--$302 million below the request and $147 million below the fiscal 2013 pre-sequestration level. In dealing with this on the way to conference, we are going to have to pay attention to that offset. However, this is an important amendment, as the Fire Administration is important to all of us, and I urge the adoption of the amendment. I yield back the balance of my time.
