The Secretary of the Interior, in consultation with the Secretary of Homeland Security, shall submit to the Committee on Appropriations of the Senate and the House of Representatives not later than 15 days before any proposed transfer under this section, an expenditure plan that describes in detail the actions proposed to be taken with the amounts transferred. {time} 2140 Does that not meet the gentleman's standards of accountability?
