I remember at the end of the day it struck me that 140 Members of this body had voted ``no'' on all four resolutions... it is our obligation to produce a budget. Particularly, it is the obligation of the majority party to deliver what every majority party has delivered in the past: A budget proposal which then serves as a blueprint for subsequent congressional action. The majority apparently does not want to put its fingerprints on any budgetary unpleasantness, so they are trying to shift the blame onto the President. But the President has already produced a budget.
