Madam Chairman, Mr. Sessions' amendment frankly has been known to us only a short period of time, and we are not certain that all Members who might have an interest in this have been alerted. I wonder if the gentleman would yield for a question or two on this. Mr. Sessions, would you be willing to yield?

Are you really saying that the whole system is in trouble, and that we need to build it back, and presumably, of course, build it back better, as they say, so that we recruit and retain a much more diverse workforce?
I hope you are right that the diplomatic presence can continue and will be effective and will offer substantial incentives for the maintenance of the gains that the Afghan people have made.
