I will not go on at length. I simply don't think the case has been made for a further reduction. The suspicious passenger, the observation techniques programs that have been cited aren't even under the jurisdiction of the Under Secretary being cut. And the bill already cuts $4,993,000 off of the fiscal year 2011 level for the Office of Under Secretary for Management; and it cuts $14,118,000 off of the administration's request. Now, Mr. Chairman, I know this is an easy target. Who knows even what under Secretary for Management does. It's a very common technique around here to go after these accounts, these administrative and front office accounts, just for the sake of cutting or maybe to pay for something else that sounds good. But I don't think it's wise. I don't think it's responsible. And I would urge rejection of the amendment. I yield back the balance of my time. The CHAIR.
