The Republican budget takes us over the cliff fiscally, with $2 trillion being added to the publicly held debt over the next 5 years, by 2008. At the same time there are deep cuts in basic domestic obligations and priorities that we simply must meet. All this is to make room for the President's tax cut, mainly benefitting the upper bracket taxpayers. The budget adopted on a party line vote in the House on March 21 includes cuts of more than $28 billion in veterans benefits over the next 10 years. That includes cuts in both entitlement funding and in discretionary funding, and these cuts, Mr. Speaker, come at a time when the VA health care system is already in a state of crisis.
