I see a failure in the bureaucracy and an unwillingness for them to step forward and make this happen faster. And you are correct, it is a much larger price tag. However, limited by the offsets available to me within this legislation and the confines of the rules, $30 million would be a good start in this process and hopefully pull that date closer to being enacted.
