This budget would keep the maximum Pell grant well under $4,000. It is simply not adequate to do what we need to do to open the doors to opportunity in higher education. We have been increasing Pell grants several hundred dollars a year for several years. This would increase the Pell grant, as I understand it; and this has been borne out by CBO, only by $150. That is totally inadequate. It really falls over $1,000 short of what President Bush himself promised.
