I honor the service and the sacrifice of contractors and contracting firms that have worked in the war zone. Now, there are some bad actors and there are cases that need investigation and prosecution. But I would remind the gentleman that, in fact, Blackwater and the contractors' association support this bill. It is actually a protection for them, because it means they will get U.S. justice in the U.S., not justice in some other jurisdiction.
