Madam Chairman, I want to commend my colleague, who does such distinguished work in housing and financial services on her committee, for coming in to this debate today and calling attention to the importance of the TIGER program, and I would just like to ask her to respond. I am looking at the figures for this year. There is a $500 million appropriation for that program in the current year. Is the gentlewoman aware that the Department of Transportation has already received 950 preapplications, totaling $14.5 billion? That is 29 times the amount available. What does that suggest about the need for this program?
