I want to express my support, Mr. Chairman, for the intent of my colleague from New York in calling attention to the major deficiency in this bill. But, Mr. Chairman, I feel compelled also to express my extreme disappointment about what has just occurred on this floor. Our colleague was on her feet ready to offer her amendment. She was on her feet ready to offer this amendment. Somebody may have thought that she was a couple of seconds late in doing that. But even if that were true, we expect the basic comity that a colleague who has been waiting here for an hour to offer this amendment, has been waiting in turn, that we would have the basic comity to allow her to offer that amendment. {time} 2040 I can't believe what we've just witnessed.
