“Mr. Chairman, I have read this amendment carefully, and we dealt with it, as colleagues may remember, on the floor last year. The gentleman offering the amendment says it does nothing but restate existing law, but, at a minimum, it sends a strong anti-immigrant message. The gentleman says the amendment prohibits the use of funds by ICE to process the release of illegal immigrants to administer alternative forms of detention to immigrants who have committed crimes which supposedly mandated incarceration. If we're following the existing law, I don't understand the need for this language, the need for this amendment.”
