The administration has been very clear that it strongly opposes provisions in this bill that would restrict the development of high-speed rail. Moreover, the California congressional delegation has overwhelmingly opposed these restrictive riders in the past, and I am happy to stand with them again tonight, urging my colleagues to oppose this amendment.
