We have got a bill that creates incentives for teachers to stay in the profession.

We have lost a million Americans in a year, or 18 months or so. That is an extraordinary thing.

We have about 4,100 unfilled teaching positions, paraprofessionals, other staff.

I strongly believe that ARPA-H would be more successful in its unique mission if it were established as an independent agency within Health and Human Services.
