Madam Chair, I do this, though, simply to express some concerns about this amendment and others like it that we have heard over the course of this debate. I do have some concerns about limiting flight path options for the FAA in a piecemeal fashion from the floor of the House. The FAA needs to have appropriate flexibility to use flight paths in the wisest ways, particularly if there are safety risks for incoming or outgoing aircraft. I do think, however, that the FAA needs to take note and be more responsive to the concerns that have been raised in these limitation amendments, and there have been several this evening and in the prior days of this debate. I also want to observe that the FAA's authorization expires at the end of the fiscal year. Now, as I mentioned in the debate last week, our colleagues on the Transportation and Infrastructure Committee are exploring options to reform the FAA, including separating the FAA from the Department of Transportation, allowing it more independence over the use of its resources. I would say this is an important time to encourage caution, to encourage our colleagues to think very carefully about a more independent FAA, one that does not have to rely on annual appropriations. Would it be as attentive to concerns such as those raised by communities and by our colleagues here tonight? We ought to move very cautiously in this area.…
