this did not have to be. There are historical examples of other kinds of leadership. This chart indicates where we have been with the deficit and for a brief couple of years the surplus in this country as a result of some courageous decisions that were taken in this body and by the first President Bush who displayed leadership qualities which unfortunately seem to be missing at the White House right now. There was a budget agreement in 1990 concluded on bipartisan terms, and then a budget passed entirely with Democratic votes in 1993; the economy responded positively to that discipline and it thrived in the 1990s, and we got out of deficit spending and ran $400 billion in surpluses and paid off a chunk of that national debt. Just think what would be the case if we could have continued on that path.
