of course there has been a good deal of help promised in the homeland security area, particularly for upfitting and getting better equipment, better communications capacity for first responders, for fire and emergency medical and police. The Republican Governors went to the White House and apparently came away empty-handed. It seemed even they had a hard time putting a good face on this.
