I'm sorry. I believe the gentleman is mistaken about the bureaucratic location of the Basic Pilot Program. The concern he expresses is certainly a legitimate one. Given the fact that we may be talking about duplicative efforts here, though, could I suggest that the amendment be withdrawn and we work with him as we go to conference to see how we might accommodate his concerns.
