I thank the chairman for yielding. I would echo his sentiments on this amendment. I understand that it's well-intentioned and that there may very well be some specific issues that demand attention, but this is largely the same amendment that we debated earlier this evening, which was voted down by a considerable margin, and I believe we should do that again.
