Reclaiming my time, we are at present running a slight surplus in Medicare, but the Medicare Trust Fund is accumulating assets which we will need to draw on later. If we, instead, take those funds and use them for prescription drug benefits, as badly as that is needed, would that not reduce our ability to meet our basic Medicare obligations, the prescription benefit aside?
