I raise a point of order. We have an agreement. I do not think we can strike the last word when we have a time agreement. Would the chairman rule on that and inform me? The Acting CHAIRMAN. Under the order of the House of earlier today, only the chairman and ranking minority member of the Committee on Appropriations and the Subcommittee on Interior, Environment, and Related Agencies may offer a pro forma amendment to a pending amendment.
