Dear Mr. Chairman: As you may recall, the Conference Report for the Capitol Police Fiscal Year 2000 General Expenses appropriations contained the following language: ``With respect to vehicles, the conferees recognize the need of the Capitol Police to upgrade and possibly expand their existing fleet of motorcycles to help fulfill their security mission, and provide $103,000 for that purpose from existing funds.'' In response to this provision, the Department has surveyed the product lines of sixty motorcycle dealers and manufacturers who reportedly manufacture motorcycles in the United States which meet the specific needs of the Department's smaller sized motorcycles. As a result of this survey, only two United States manufacturers--Harley-Davidson and Buell--offer motorcycles which satisfy the Department's criteria in terms of engine size, body weight, and DOT street certification.
