I rise to support President Bush's stellar leadership during these difficult times. His compassion, integrity, and sound judgment sound brightly as critical steps are taken to combat terrorism at home and abroad. This is a different kind of a war and a different kind of enemy, but many of the problems have been with us for a long time. Drug-related income funds the Taliban regime by as much as $50 million per year. Clearly, drugs fund terrorism. I chair the Subcommittee on the Western Hemisphere, and am a member of the Speaker's Task Force for a Drug Free America. The relationship between drug traffic and terrorism is undeniable not only in the Middle East, but in South America. The war on terrorism must coincide with our efforts to end the illegal drug trade. Mr. Speaker, drug use is not a victimless crime. It funds the murder of our own people.
