Tonight, President Clinton will seek to blame Republicans for every ill that has stricken his administration. He will blame Republicans for the sad fact that the Democrats could not complete a crime bill before the Easter recess. He will blame Republicans for his Whitewater fiasco. He will blame Republicans for the fact his health care plan was supported by no Democrats in a vote yesterday. And he will blame Republicans because another member of his staff is under fire for ethics problems. But, Mr. Speaker, the President has no one to blame but himself. For this, Republicans are blameless. Mr. President, blame thyself.
