We need a balanced budget amendment to the Constitution. We need to get our fiscal house in order. And we need to do it now. Abraham Lincoln once said, ``You cannot keep out of trouble, by spending more than you earn.'' Well, the Congress cannot long stay out of serious trouble by piling debts into debts. I urge my wavering colleagues to consider the options. If not this, what? If not now, when? Let us pass a balanced budget amendment, and let's do it now.
