for the past 10 years, the Perkins Act has contained strong provisions to address the needs of displaced homemakers and to encourage advancement of women in nontraditional employment. Unfortunately, this bill repeals the act's emphasis on gender equity, and I think that is a shame, Mr. Chairman. I think that the amendment of the gentlewoman from Hawaii [Mrs. Mink] will put that back into the bill, and I rise in support of that.
