It includes the Social Security surplus. The bill sets the Social Security surplus over here, and says it will not spend the Social Security surplus unless we do Social Security reform. On top of that, you have the Social Security surplus. If we took 2001 and 2002, for example, when you include a Social Security surplus, it is more than $15 billion. It is $152.4 billion in 2001, and $173.6 billion paying down the debt in both those years. It is pretty similar to what the Budget Committee is doing right now.
