On top of that, you have the Social Security surplus. If we took 2001 and 2002, for example, when you include a Social Security surplus, it is more than $15 billion. It is $152.4 billion in 2001, and $173.6 billion paying down the debt in both those years. It is pretty similar to what the Budget Committee is doing right now.
