I think, frankly, that it is a failure of political will. It is really incumbent upon Congress to provide those resources.

What Congress can do is to not just acknowledge that is true but to respond by ensuring that workers can transition into good-quality jobs as seamlessly and at low cost as possible to them.

Raising the minimum wage would be the first on my list.

So comp time is not like cash wages. If you pay somebody cash overtime they control how it is spent--the worker controls how it is spent.
