So in his State of the Union Address earlier this year, President Obama talked about his central goal, a rising, thriving middle class with ladders of opportunity available to everyone.

The President's fiscal year 2014 budget proposal invests in the things we need to grow our economy, create jobs, and strengthen the middle class while further reducing the deficit in a balanced way.

I think, frankly, that it is a failure of political will. It is really incumbent upon Congress to provide those resources.
