I would say no. I would be quite explicit. I would say our policy won't work and it's not worth it.

The last time Russia did that on a significant scale, it ended up bringing about regime change inside then the Soviet Union.

Whatever it is we do in this part of the world, multilateralism will prove essential. We simply cannot deal adequately with China's power and China's reach unilaterally.
