I have no further speakers, so I am prepared to close. Mr. Chairman, as we know and as my colleague from Colorado has just illustrated, the bill creates redundant layers of bureaucracy and requires a study of key air pollution standards that are not even yet proposed by the EPA. This is clearly designed to postpone pollution cleanup. My amendment is a straightforward amendment which simply says if the Energy Department's analysis of the EPA's air quality rules is not feasible or not useful, we should not be spending taxpayer resources on it. I would note again that these EPA air quality rules that would be analyzed aren't even on the books yet. We shouldn't be wasting agency time and resources on tasks like the ones proposed here. This amendment is one of common sense. It is straightforward and very simple. So I hope my colleagues will support this amendment. I yield back the balance of my time.
