I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add at the end the following: TITLE __--MISCELLANEOUS PROVISIONS SEC. __. PROVISIONS NOT EFFECTIVE. Notwithstanding any other provision of this Act, section 203 and title III shall have no force or effect. The Acting CHAIR. Pursuant to House Resolution 274, the gentlewoman from California (Mrs. Capps) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from California.
