CPC designation, generally, needs to be overhauled. I have great respect for the current Ambassador, but the fact of the matter is when countries like Vietnam and India are not on the list, it creates huge questions about the criteria that are being used.

None of those things should go forward without stringent human rights standards.
Vietnam needs major reforms and if they don't make them, Congress should just tell the administration, whatever administration it is, that it doesn't support broader agreements.
It would be a great idea if Congress passed a law that licensed the export of that software to make sure it doesn't fall into the hands of governments like Vietnam's.
