I want to share with you some of the concerns about some of the areas in education where we need improvement, and what we intend to do through amendments to try to move us forward in these most critical education areas. We received notice in 1983. President Ronald Reagan called on the Secretary of Education to convene a panel to examine the quality of education in our Nation. It was very tersely stated in a phrase that says it all, if a foreign nation had imposed upon us the educational system that we had in the country especially our elementary and secondary education, it would be considered an act of war.
