this amendment is a simple one. It basically establishes that rural areas ought to be considered and be included when grants are awarded. We have many problems with schools in the rural areas, and to ignore that in this legislation would be a mistake. I believe it will be accepted, and I wish to commend the Senator from Wyoming for bringing this amendment to our attention.
