I don't want anyone to think that this can't be changed. Of course it can be changed to make it work better, to meet the goals and the objectives that we've set out.

The worst thing that can be done for these sites, which have been preserved because of their remote location and lack of visitors, is to invite unsupervised visitors to an un-policed area.
