I do not think that the Government should be the one deciding what technologies to use; and right now, it is not yet set which technology is best.

I look forward to working with you to rebuild, refurbish and revitalize America's infrastructure.

So the issue is not only how much to fund our infrastructure projects, but also how to increase the pipeline of available projects.
