Not only do I think it is a Federal role, but if I was drafting and crafting the infrastructure bank legislation, that would be the number one priority of the bank.
The public never heard about those. And the whole earmark process poisoned the well for transportation funding.
This is not wasted money. Infrastructure is one of those things that gives us a future.
