Daniel Donovan: “Since 1990 an estimated 100 million children have been saved due in no small part to the United States.”

I am troubled that Science and Technology has repeatedly changed its focus, both on whether to focus on short-term technology or long-term research on larger unknown threats.

I get very concerned from time to time in reference to the cuts that are made to the grants and the funding for homeland preparedness when we always see the military budget escalated.

What is the rationale for reducing grants to first responders at a time when our threat level is at its highest since 9/11?

I urge the Senate to take action on it without further delay.
