This model that you are displaying here, it is just impersonal. Because if a school district does a bad job and children suffer in a particular school, under this system the schools just keep getting cash. It just keeps coming. In some cases they actually get more. We reward failure oftentimes through this process and it is too impersonal. The people making decisions up at the top end of that funnel, or that tornado there, they are so far removed, those of us here in Washington, you are from the State of Michigan, I do not know your constituents in Michigan, I do not know the names of these kids and you do not know the names of the kids in my district.
