I think that there is almost unanimity around this notion that more students need to have the opportunity to both earn and learn.

Students will be better off without [the Education Department].

I do not think it is a role of the Federal Department of Education to tell schools what they can and should do or cannot and should not do.

I think, importantly, that flexibility at the State and local level would really allow those closest to the students to target those resources.
