The president's "heart is in the right place," but his plan will "make it more difficult for American ranchers to rebuild our herd."

We’re not trying to build a new railroad, we’re not trying to blow new tunnels through mountains, we’re not trying to create a new ecosystem.

The reality is, it’s a huge industry.
