Very simply, Mr. Chairman, my amendment would repeal section 110 of the Illegal Immigration Reform and Immigration Responsibility Act of 1996. Mr. Chairman, section 110 is a bad provision. This section, if this section was implemented it would devastate our northern border communities, not only in my community but in many of the northern border communities. In order to address this delay I secured $15 million in border infrastructure improvements in Blaine. While this will represent a major step towards reducing congestion, its benefit will have little if any effect if section 110 is fully implemented.
