I am a little biased, but I don't mind basing it on fact. The Montana Air National Guard has met every doggone thing they have put up against them, and they have done it every time, and they have done it incredibly well.

Do they take into consideration things like effectiveness of those fighters at the Montana Air National Guard versus the effectiveness those fighters would be with the California Air National Guard in Fresno?

Have the facts changed around it? What has changed that ten years ago, a decision could be made that they met the criteria, and ten years later, they barely made half of them?
