the Senate is scheduled to vote at 2:15 on the continuing resolution. The resolution will provide $1.1 billion in emergency funding to respond to the Zika virus outbreak. Funds are included to accelerate vaccine development, provide mosquito control in areas where the virus is being transmitted, and address health conditions related to the Zika virus. The bill also includes $500 million to help Louisiana, West Virginia, and other States recover from devastating floods. We will continue to assess the total recovery needs in those States, but this funding is needed immediately to help get residents back into their homes and businesses. The fiscal year 2017 Military Construction and Veterans Affairs appropriations bill is also included in this legislation. The bill provides record levels of funding for medical care and other important veterans programs. It also funds housing for military personnel and their families and supports infrastructure that sustains U.S. military forces. Enactment of the Military Construction and Veterans Affairs appropriations bill would mark the first time since 2009 that a regular appropriations bill has been signed into law before the end of the fiscal year. This would be another step in the right direction as we seek more regular consideration of appropriations measures.
