I am reading: Prior to the obligation of any funds, the Secretary of Homeland Security is required to submit a notice to the Committee on Appropriations. The committee expects this notice to be accompanied by a full and complete justification of the costs to be reimbursed by agency accounts, including a detailed breakdown by program, project and activity. We are going to maintain oversight. Who is not going to get money if this amendment is adopted? The U.S. Secret Service, law enforcement training requirements, emergency preparedness and response, and other important activities are going to be zeroed out of this bill.
