It was if they did not overrule the fourth circuit. The fourth circuit had reversed the lower court. The lower court ruled that was public property and that all legislators had control over the files that were held by Tulane. And the Tulane custodian of records, Carolyn LaBlaime, testified in the lower court that, on the request of legislators, she and Tulane would make those records available. So the question was whether all legislators would have this responsibility.
