If I understand what the Senator has said, he is going to obstruct or would be prepared to obstruct the passage of my amendment, which may be meritorious and to which there is no objection on either side for any reason, in an effort to try to get leverage to pass his amendment, which is controversial and with which many Senators may disagree on the merits? I do not know what the Senator's amendment is. But is my understanding of what the Senator is stating to the Senate correct?
