“I will take just a minute or two and suggest that this amendment that is offered by the Senator from New Hampshire has great merit because it shifts funds into a program that has historically been grossly underfunded. The title I program has about four different categories of authorized funding in it. Over the last several years only two of those programs have been funded by the Congress. I am supporting an effort to increase the funding in the targeted assistance so States such as mine, who have high concentrations of poor students, will have a better chance of providing the quality of education opportunity those students deserve and which is needed so much by the poor students. Sixty-five percent of the students in my State have been classified by our State department of education as poor within the meaning of the term in the Elementary and Secondary Education Act that contains this title I funding. This program was begun in an effort not to supplant the State's responsibilities but to emphasize the importance of reaching out to those who had not been well served by the public education school system, and those were the poor students.”
